Congress leader Manmohan Singh was elected a Rajya Sabha member from Assam in 1991. After this, he was a member of the Rajya Sabha again in the years 1995, 2001, 2007 and 2013. Manmohan Singh led the Indian delegation to Cyprus in 1993 at the Commonwealth Heads' Meeting and the World Conference on Human Rights in Vienna.
